Subject: Holding
of Competitive Examination for filling up of the posts of Multi Tasking Staff
as per revised Recruitment Rules for the vacancy year 2016-17.
A kind attention is
invited to this office letter no. Staff/R&E-Rlg/Gr. ‘D’ dated 17.06.2015 on
the above mentioned subject, through which a photocopy of the Gazette
notification dated 14.05.2015 received vide Dte’s New Delhi letter no.
37-33/2009-SPB-I dated 05.06.2015 in respect of latest Recruitment Rules for
the post of Multi Tasking Staff was sent to you for information, guidance and
necessary action. Clarification on Recruitment Rules of MTS, 2015 received vide
Dte’s, New Delhi letter no. 37-33/2009-SPB-I dated 09.09.2015 and 13.01.2016
was also circulated vide this office letter no. Staff/R&E-Rlg/Gr. ‘D’ dated
15.09.2015 and 21.01.2016 respectively.
2. Now, the circle has to
conduct above said examinations to fill up the vacancies for the year 2016-17
on 23.10.2016 (Sunday) as per calendar of Departmental Examination
received vide Postal Directorate letter no. A-34012/01/2016-DE dated 08.03.2016
which was circulated vide this office letter
no. R&E-1/2016/Calendar dated 11.03.2016.
3. Following quota will be
filled up as per the Department of Posts (Multi Tasking Staff) Recruitment
Rules, 2015 :-
(i) 25%
by Direct recruitment on the basis of competitive examination restricted to the
Gramin Dak Sevaks of the Division or unit; and
(ii) 25%
by Direct recruitment on the basis of competitive examination restricted to the
Gramin Dak Sevaks of the recruiting Division or unit for joining Army Postal
Service only as Sepoy/Packer.
4. Examination will be held as
per the revised pattern and syllabus received from Postal Directorate, New
Delhi vide letter no. 45-14/2012-SPB-I dated 17.01.2014 which was circulated
vide this office letter no. Staff/R&E-3/Rlg dated 28.01.2014.

6. If no information is received
from Divisional Heads within the stipulated time, it will be presumed that
there is no candidate from the division concerned to appear at the examination.
7. Wide publicity may be given
to the notification of Exam. by Regd. Post among the subordinate units so that
no complaint may be received from any corner. Revised pattern and syllabus of
the examination should be circulated widely amongst the candidates. Eligible
physically handicapped GDSs as per permissible standard will also be eligible to
sit in the above said examination against PH-quota, if any.
Examination i.e.
Aptitude Test will contain following parts. Each part contains 25 questions –
25 marks ( 1 mark each question).
Part ‘A’ - General
Knowledge (Multiple Choice Questions)
Part ‘B’ - Mathematics
(Multiple Choice Questions)
Part ‘C’ (i) - English
Language (Objective Type/Multiple Choice Questions)
Part ‘C’ (ii) - Regional
Language – Hindi (Objective Type/Multiple Choice Questions)
8. The list of GDS permitted to appear at the examination
must be circulated among all GDSs well in advance before the date of holding of
examination.
9. Permission to eligible
candidates will be accorded by the Divl. Heads after proper checking the
service records of the candidates and eligibility terms and conditions issued
by the Department time to time. Following conditions should also be ensured
while granting permission to the candidates :-
(i) No Disciplinary action is pending or
contemplated against the applicant.
(ii) No punishment is current against the
applicant.

Clarification issued
vide Postal Directorate, New Delhi letter no. 45-2/2011-SPB-I dated 02.11.2012
circulated vide this office letter no. Staff/R&E-3/Rlg dated 06.11.2012
regarding the action to be taken to fill up the vacancies of MTS, Postman and
Mail Guard should also be adhered to while granting permission. GDSs on service
as on 01.01.2016 are eligible to apply for the above said
examination.
10. Age-Limit for GDS
:- (i) 50 years as on 1st April of the vacancy(ies) year, relaxable
to 5 years for SC/ST and 3 years for OBC for the 25% by Direct recruitment on
the basis of competitive examination restricted to the Gramin Dak Sevaks of the
Division or unit.
(ii)
The terms and conditions for APS recruitment are as under :-
(a) Age – 18-30 years as on 1st
April of the vacancy(ies) year (relaxable for different categories as notified
by the Government of India from time to time).
(b) Medically found fit as per the fitness
criteria fixed by the Department of Posts/Army Postal Service from time to
time.
(c) Willing to serve in the Army Postal
Service till their services are required by the Army Postal Service.
11. It is further mentioned that
direct recruitment examination for both categories i.e. 25% for MTS in the
Department and 25% for MTS to be deputed to APS will be common. Eligible GDSs
may apply for both categories. 25% quota for MTS in Department will be filled
first from GDS ranked higher in the merit list to the extent of vacancies and
remaining GDS will be offered appointment in APS as Sepoy/Packer subject to 25%
quota of vacancies earmarked for APS. If any GDS declines such appointment to
MTS in the Department or Sepoy/Packer in APS, he/she will be debarred from
appointment to MTS cadre for one year.
12. GDS applying against reserved
vacancies should attach attested copy of community/caste certificate. In case
of OBC candidates, creamy layer certificate issued by competent authority
should be attached.
13. The seniority list of all
GDSs should be prepared as per rule and circulated well in advance in your
division.
14. One passport size photograph
duly attested should be affixed on the admit cards and one at application form.

16. Details of vacancies for the
year 2016-17 is enclosed as Annexure – A. Only item no. (ii) and (iv) as
mentioned in Annexure-A will be filled up.
17. Format of Hall Permit to be
issued to eligible permitted candidates is also enclosed.
18. Examination will be held in
the OMR Answer Sheets.
19. No examination will be held
for the Divisions where vacancy does not exist.

above mentioned subject through which a photocopy of the Gazette notification
dated 16.12.2010 received vide Dte’s New Delhi letter no. 44-2/2011-SPB-I
dtd.27.01.2011 in respect of latest Recruitment Rules for the Post of Postman
and Mail Guard was sent to you for
information, guidance and necessary action.
2. Department of Posts (Postman and Mail Guard)(Amendment)
Recruitment Rules, 2012 received vide Dte’s letter No.44-14/2009-SPB-I dated
12.07.2012 and Department of Posts (Postman and Mail Guard) Recruitment
(Amendment) Rules, 2014 received vide Dte’s letter no. 44-14/2009-SPB-I dated
19.03.2015 was also circulated vide this office letter no. Staff/R&E-3/Rlg dated 17.07.2012 and 07.04.2015
respectively.
3. Now,
the circle has to conduct above said examination on 23.10.2016 (Sunday) to fill up the vacancies for the year 2016-17 as per
calendar of Departmental Examination received vide Postal Directorate letter
no. A-34012/01/2016-DE dated 08.03.2016 circulated vide this office letter no. R&E-1/2016/Calendar dated 11.03.2016.
4. Following
quota will be filled up as per the Department of Posts (Postman and
Mail Guard) Recruitment Rules, 2010 and Department of Posts (Postman and Mail
Guard) (Amendment) Recruitment Rules, 2012
and instructions issued by the Dte’s New Delhi time to time :-
A. Postman Cadre
(a) 50% of the vacancies on the basis of Limited
Departmental Competitive Examination by promotion from amongst Multi Tasking Staff of the recruiting Division with three
years regular service in the grade including service put in, against an erstwhile
Group’D’Post on regular basis as on 1st January of the year to which
the vacancy(ies) belong failing which, from amongst Multi Tasking Staff of the
neighbouring Division/Unit on the basis of the said examination, failing which
by direct recruitment from open market.

(b) 50% of the vacancies by direct recruitment
on the basis of Competitive Examination limited to Gramin Dak Sevaks of recruiting Division who have worked for at
least five years in that capacity as on
the 1st day of January of the
year to which the vacancy(ies) belong failing which, from amongst Gramin Dak
Sevaks of the neighbouring Division/Unit on the basis of the said examination,
failing which by direct recruitment from open market.
B. Mail
Guard Cadre
(a) 25 % of vacancies on the
basis of Limited Departmental Competitive Examination by promotion from amongst
Multi Tasking Staff of the recruiting Division with three years regular
service in the grade including service put in, if any, against an erstwhile Group’D’Post
on regular basis as on 1st January of the year to which the
vacancy(ies) belong failing which, by direct recruitment.
(b) 25 % of vacancies on the
basis of competitive examination limited to Gramin Dak Sevaks of
the recruiting Division who have worked
for at least five years in that capacity as on 1st January of the year to which the vacancy(ies)
belong failing which by direct recruitment of Gramin Dak Sevaks who have worked
for at least five years in the Railway Mail Service/Postal Division in the
Circle.
5. Examination
will be held as per the revised pattern and syllabus received from Postal
Directorate, New Delhi vide letter no.
45-14/2012-SPB-I dated 17.01.2014 which was circulated vide this office letter no. Staff/R&E-3/Rlg dated 28.01.2014 to all concerned.

from not less than 40% of the relevant disability shall alone be eligible for
the benefit of reservation.

10. Permission to eligible candidates will be accorded by the
Divisional Heads after proper checking the service records of the candidates
and eligibility terms and conditions issued by the Department time to time.

candidates:-

(iii)No adverse entry in
the APAR/ACR in the last five years in respect of MTS
applicants.
11. Limit of
number of chances :-
There will be no limit of the number of chances allowed to a MTS(Group
D’) or GDSs for appearing at the examination provided they fulfill all terms
& condition prescribed in the rules.
12. Age
-limit:- There is no
restriction of the age for Departmental Gr. ‘D’(MTS) candidates. In case of
GDSs, the age limit be 50 years as on 1st January of the year of
vacancy (ies) with 5 years relaxation for SC & ST. The relaxation of 3
years allowed to OBC GDS candidates, who have rendered 5 years of satisfactory service as on 1st January of the year of
vacancy (ies).
13. Educational
Qualification :- Not
applicable for MTS (erstwhile Gr’D). No educational qualification is prescribed
for direct recruitment limited to Gramin Dak Sevaks.
14. GDS applying against reserved vacancies should attach
attested copy of Community/caste certificate. In case of OBC candidates, creamy
layer certificate issued by proper authority should be attached.
15. One passport size
photograph duly attested should be affixed on the admit cards and one at
application form. Admit Cards should be issued to the eligible candidates. The
